DESCRIPTION

The Center for Long‐Term Cybersecurity was established with a $15M grant from the William and Flora Hewlett Foundation to Berkeley to support the building of a new field of cyber‐security research that is multi‐ disciplinary and global in scope, and that contributes to shaping long term policy in the field. The CLTC is based in UC Berkeley’s School of Information (I School), a graduate research and education community dedicated to advancing knowledge and practice everywhere humans interact with digital technologies. Through interdisciplinary research and teaching, the I School is committed to expanding access to information and to improving its usability, reliability, and credibility while preserving security and privacy. I School faculty conduct research in areas such as human‐computer interaction (HCI), security and privacy, applied data science, and technology in developing regions. The School currently offers two professional master’s degrees and an academic doctoral degree, and will launch a master’s degree in cybersecurity in 2018.

 

CLTC is in a period of rapid growth and is searching for multiple Specialists (hereafter “Researchers”) to work on a wide range of projects as we develop our research agenda. The Researchers will play a critical and active role in shaping the Center’s research agenda, focusing on issues ranging from the security implications of artificial intelligence and machine learning to the cyber talent pipeline and cybersecurity in unusual settings, such as professional sports. The role is well suited for candidates interested in researching emerging issues in cybersecurity through an interdisciplinary lens, making connections between technical developments and their implications on policy, politics, and society. Working on campus at UC Berkeley, the Researcher will be exposed to a rich network of cybersecurity research across disciplines such as information and data science, electrical engineering and computer science (EECS), law, public policy, economics, and political science.

 

The Center is considering candidates at all levels of experience for this role. Those seeking an entry‐ to mid‐ level position will be hired under the informal title of “Research Specialist”. Applicants with more experience in the field will be hired as under the informal title of “Senior Research Specialist.” The key difference between the two positions is that the “Senior Research Specialist” will have additional opportunities to spearhead research projects.

 

Appointment Length


This is a full‐time, one‐year position and the appointment is renewable for a second year depending on availability of funding and satisfactory performance. Anticipated start date is June 2018, though we are happy to entertain candidates available for an earlier start date.

 

Responsibilities


Researchers will work closely with CLTC’s Faculty and Executive Directors on projects covering a wide variety of cybersecurity issues, and focused on the following priority areas: 1) the security implications of artificial intelligence and machine learning; 2) improving the cyber talent pipeline; 3) examining cybersecurity regulatory and governance institutions, and identifying/proposing alternatives; and 4) protecting vulnerable people online. Individuals hired under the “Research Specialist” title will be responsible for compiling literature reviews; conducting data collection and analysis; transcribing interviews and handling additional raw data as necessary; and writing research briefs and drafts of final reports. The ability to think innovatively and curiously about emerging issues in the space will be to the Research Specialist’s advantage. The Research Specialist will also spend approximately 10 percent of their time on administrative activities, including helping with events and tracking programming related to research projects. We value academic and intellectual entrepreneurs who wish to build and extend a research agenda in ambitious ways.

 

In addition to the responsibilities delineated above, a “Senior Research Specialist” will additionally have opportunities to author peer reviewed publications, white papers, and other written documents; design and lead workshops focused on our research agenda; and review projects submitted to the Center.

 

Basic Qualifications for All Applicants (By Date of Application)


• Bachelor’s or equivalent degree in a closely related technical field or in a closely related social science field

Additional Qualifications for All Applicants (By Start Date)
• Skills to communicate complex and technical information in a clear and concise manner both verbally and written
• Organizational and communication skills necessary for effective project management
• Demonstrated writing skills, through experience drafting and editing research papers
• Working knowledge of cybersecurity, information security, national security, or related fields (preferred for Research Specialists; required for Senior Research Specialists)
• Curiosity and enthusiasm about emerging technologies and their implication on politics and society; a commitment to thinking creatively about a quickly developing problem space
• A desire to write both peer‐reviewed and public facing research (white papers, op‐eds, etc.)

 

Preferred Qualifications for Senior Research Specialist (By Date of Application)


• PhD or equivalent degree in a closely related technical field or in a closely related social science field
• Experience conducting technical, social science, or policy research, particularly related to cybersecurity, tech policy, national security, economics, or related fields
• Working skills in statistical analysis, system programming, database design and data security measures
• Prior experience managing a team of researchers

 

Salary:


Salary will be commensurate with qualifications and experience and based on UC Berkeley salary scales. The full‐time salary range is $54,744‐$80,000 for Research Specialists, and $80‐$140,000 for Senior Research Specialists.
